When the state does not measure the mental state of society, it acts blindly. Ukraine today is a country of extraordinary endurance. But endurance is not infinite. Four years of full-scale war have created a new reality: fatigue accumulates, trust fluctuates, the planning horizon is shortened, and conflict is increasing. And, at the same time, society continues to function. This is the paradox of Ukrainian resilience. But paradoxes cannot replace politics. Mental resilience is a political issue. If the government measures inflation every month, but does not measure the level of anxiety and burnout in professional groups, it ignores a factor that affects the efficiency of the state apparatus, the quality of reforms, the stability of regions, and the readiness of society for long transformations. The Mental Resilience Index is not about psychology, it is about public administration.
A public index means transparency. Society sees where tensions are rising, which professional groups are depleted, how trust is changing. It changes the culture. Mental health stops being a private issue and becomes part of the national dialogue.
Ukraine is today forming a new model of statehood. We can leave mental health as a sphere of separate initiatives or recognize it as a strategic resource and include it in security, economic, and recovery policies. A country that does not measure its resilience risks losing it. A country that measures it gets a chance to manage the future. And this is no longer a question of psychology. This is a question of the maturity of the state!
